Many state agencies maintain records which, although consisting of administrative correspondence, also contain various other records documenting the activities of an agency or division. Program administration files often consist of subject files documenting the administration of an agency or division. Typical records in these files include correspondence, memoranda, reports, agency publications, and other materials concerning agency policy, procedures, organization, programs, and fiscal or personnel matters. This particular series consists of the program administration files of the State Prison Inspector from 1904 to 1937. The state prison inspector was required twice each year to inspect every county and municipal jail, almshouse and convict camp, and to make a detailed report to the governor of the number of inmates, their health, the condition of the buildings, sanitation arrangements, the cost of management, and the proper expenditure of public moneys appropriated for jails and almshouses. This series consists of narrative reports to the governor describing facilities inspected, photographs of inmates and jails, newspaper clippings, and correspondence with county boards of revenue concerning necessary improvements to facilities. Also included are monthly statistical reports by sheriffs and wardens of city jails listing the number of inmates by race and sex, the names of inmates who had died or escaped, the number and cost of meals provided, dates on which the jail was scoured and painted, and the date of the most recent visit by the county health officer. Included in this series are jail and almshouse inspection reports from 1917 to 1934, as well as inspections for some county facilities between 1907 and 1934; sheriffs' monthly jail reports from 1917 to 1937; city prison reports from 1904 to 1935; and convict camp inspections for some counties between 1921 and 1934. Major correspondents of this series are State Prison Inspectors Glenn A. Andrews, Shirley Bragg, and William Henry Oates. The series is arranged alphabetically by county or city, thereunder loosely chronologically.
